The study looked at how city planning agencies in Maryland use smart growth policies to control urban sprawl. They analyzed 10 cities with similar populations but different smart growth approaches. By studying city plans and interviewing planners, they found that a city's technical planning capacity is crucial for applying smart growth policies. Counties using anti-sprawl policies influence cities to adopt smart growth strategies. Public concerns about rapid urban growth also shape city land-use policies.
