Fairer Elections Possible: New Bankruptcy-Based Apportionment Method Boosts Governability
The article explores how bankruptcy rules can be used to solve problems in proportional electoral systems. By applying these rules, the researchers found that the equal losses rule is the same as the greatest remainder method for apportionment. They also introduced new properties related to governability for apportionment methods. The study applied these methods to the 2015 Spanish Elections to see how they would work in practice.
