The study tested the idea that people's spending decisions are not affected by certain government financial factors. They looked at data from twenty countries and found that in all of them, people's spending was not influenced by things like taxes or government debt. However, in most countries, changes in spending could not be predicted by changes in these factors. This was especially true in developing countries.
