It compares the impact of emission taxes versus abatement standards on industry opposition and environmental damage. The study shows that incomplete enforcement of emission taxes can reduce industry opposition and expected environmental harm. However, the effects of incomplete enforcement on abatement standards are unclear, making policy recommendations difficult in this case.
