Heads of State commit to protect populations from genocide and crimes.
The responsibility to protect (RtoP) is a commitment made by world leaders in 2005 to prevent genocide, war crimes, ethnic cleansing, and crimes against humanity. It is based on three pillars: States must protect their populations, the international community should help States do so, and the international community must step in when a State fails to protect its people. This principle aims to create a future without these horrific crimes.
