A public equity fund was set up by the government of Slovenia to help small companies get started. The fund is funded by the EU and has to follow strict rules to avoid causing problems in the market. The goal of the study was to see if the public fund would play fair with other privately funded funds. The evaluation showed that the public fund should not be seen as unfair competition.
