The article introduces new indicators to measure federalism and decentralization, finding that a country's geographical size is a key factor in both. Factors like population size and democracy level only explain part of the variation. The study also shows that spatial inequality in a country is linked to the adoption of federalism, suggesting that economically diverse states are more likely to have a federal constitution.
