The article discusses the need for a national water resources management authority in Rwanda to ensure sustainable water use. By comparing with Kenya, it shows that Rwanda's current water management is fragmented and lacks coordination at a catchment level. The study suggests that changing water laws and establishing a Rwandan water resources management Authority could improve water resource management in the country.
