Minors and mentally disordered persons not liable for own acts.
The current Civil Code includes rules about who can be held responsible for their actions in terms of causing harm to others. Minors under 14 and mentally disabled people can't be held liable unless it's proven they were capable of understanding their actions. This is similar to a law from the 1950s but now also applies to mentally disabled individuals. This means that these individuals can be held accountable for their actions if it's shown they were capable of understanding what they were doing.
