In some cases, non-cooperation becomes more profitable and easier to achieve. Even when cooperation is still desired, the conditions needed for it to happen can change unpredictably based on the level of ambiguity. This means that in certain situations, it may be impossible to sustain a cooperative agreement, even if it would lead to higher overall payoffs.
