Fragmented Open Data Strategies Hindering Transparency and Collaboration in Spanish and Italian Cities.
The article examines Open Data initiatives in Spanish and Italian cities to understand how well they are implemented. The researchers looked at 63 Spanish cities and 110 Italian cities to see how their Open Data portals are structured. They found that the portals are not consistent, and different levels of government are not working together on Open Data strategies. However, there are some good practices that can be learned from. The study shows that Open Data initiatives are important for transparency, citizen participation, and collaboration in creating smart policies.
