WTO Dispute Settlement Faces Challenges from Regional Trade Agreements
Regional trade agreements (RTAs) and the World Trade Organization (WTO) have a complex relationship. After 20 years of study, it's clear that WTO rules are not easily overridden by RTA provisions. However, the WTO does not show bias against regional trade agreements. The WTO's approach focuses on interpreting intentions and using existing mechanisms for changes. This approach may not be the best fit for resolving conflicts between RTAs and the WTO.
