Small firms often struggle to win contracts from the government. This study looked at how small firms can improve their ability to compete for these contracts. Researchers studied a successful small firm and found that specific routines and resources are key to their success. They identified 15 routines that help firms compete effectively, showing that it's not just about having resources but also using them well. By understanding these routines, small firms and policymakers can improve their chances of winning contracts. This study fills a gap in our knowledge about how small firms can succeed in the competitive world of government contracts.
