The article examines how decentralization of education in Argentina unintentionally gave more power to provincial leaders in shaping educational reforms. Federalism played a key role in legitimizing the transfer of schools and teachers to provinces without transferring necessary resources. Governors had a bigger role than the national government in negotiations, while federal institutions promoted coordination among provincial leaders. This led to provincial leaders being better positioned for future negotiations with the central government on educational issues.
