The article introduces a new way to rank decision-making units (DMUs) using data envelopment analysis. By considering both the best and worst DMUs as references, the researchers developed a method called normalized efficiency. They then created two models to calculate the upper and lower bounds of this efficiency, allowing for a more comprehensive ranking of all DMUs. The study demonstrates the effectiveness of this approach through two examples.
