Chinese universities lag behind in patent quality, hindering technological innovation.

They looked at data from 2008 to 2016 and found that universities are good at making patents but not as good at selling or licensing them. Chinese universities are better at making patents than transferring or licensing them, and there is still a big gap between Chinese universities and those in developed countries. The main issues are with the quality of patents, how universities are managed, and the patent system. To improve, they suggest recognizing successful patents, creating better policies to encourage innovation, protecting valuable patents, improving how service inventions are handled, and promoting the use of patents.
