Local Government HR Managers Gain Strategic Influence, Reshaping Public Services
The article presents a new way to categorize how human resource managers in Spanish local government handle their tasks. The researchers looked at how involved managers are in making important decisions, how well they coordinate policies, and how flexible they are in managing things like hiring and pay. They found five different styles of management: Technical Administrative, Technical Functional, Managerial Administrative, Managerial Functional, and Strategic Executive. These styles don't follow a strict order, but they do fit into a bigger framework of strategic human resource management.
