Local governments in Ghana are responsible for planning and developing their areas. They use policy instruments to translate national policies into local frameworks. Challenges include historical disconnect between national and local planning, complex landownership systems, and institutional barriers. The gap between established systems and actual practice is also a concern. Ways to improve local planning effectiveness are being explored.
