Flawed Policy Change Studies Fail to Explain Real-world Impact
The way we study policy change is flawed. Most studies don't measure public opinion or advocacy efforts, policies are often too complex to link to causes, and the connections between policies and their potential causes are unclear. As a result, most hypotheses about what drives policy change don't match the data, and researchers rarely claim that hypothetical causes actually impact policy. This flawed approach makes it hard for social scientists to explain why policies change.
