Swedish urban development program shifts power from government to issue networks
A sustainable urban development program in Sweden called the Delegation for Sustainable Cities was analyzed. The program focused on social sustainability and was different from traditional government-led initiatives. Instead of a centralized approach, the program used a combination of non-intervention, communication skills, and project-based networks to implement its goals. This approach showed a shift from government control to a more fragmented governance structure. The program used the sustainability discourse to create a flexible implementation strategy, combining elements of the Regulatory State and the Networked Polity.
