The article discusses how judges play a crucial role in legal discoveries to achieve justice, especially when laws cannot cover all modern legal issues. However, there are weaknesses in the current legal system, particularly in terms of accountability and legitimacy. To improve this, a non-judicial criminal case settlement mechanism is proposed to simplify the system and prioritize more serious cases. This approach aims to make law enforcement more efficient and cost-effective.
