The article introduces a new method called network hierarchical DEA to evaluate the performance of international shipping operations in Taiwan. This method considers the complex network structures within the industry, such as two-stage processes with embedded hierarchies. By analyzing data from the Maritime and Port Bureau, the study shows that the model is effective in assessing the efficiency of these operations and provides valuable insights for improving the international shipping industry.
