Land reform in South Africa aims to improve access to land, tenure security, and address historical inequalities. The focus is on land tenure reform, examining the legal arrangements used. The study finds that pursuing land reform based solely on political ideology may lead to economic and social costs outweighing benefits. While historical imbalances need to be addressed, property rights should not be the sole focus for securing tenure. Security of tenure should be viewed as a fundamental human right within a human rights framework.
