The article looks at why energy use in industries in Inner Mongolia has gone down. They used a special model to separate out how much energy saving policies and changes in the types of industries helped cut energy use from 2005 to 2016. They discovered that reducing energy used in the industry sector and improving how efficient transportation and other related services are, play a big role in lowering energy use. Changing the mix of industries also helps, but it's not as important as improving energy use and sector efficiency.
