Ukraine's Decentralization Reforms Strengthen Resilience Against Russian Hybrid Warfare.
Ukraine has been changing how power is shared between the national government and local communities since 2014. They are combining small towns into larger ones and giving them more control over their own affairs. This process, called decentralization, is supported by Western donors and aims to make Ukraine more resilient against outside threats. The country is also improving local services like healthcare and education. While these changes are promising, they still need to make some legal adjustments to fully implement the reforms.
