Namibia's Communal Land Reforms Fail to Deliver Promised Fairness
The article evaluates how communal land is managed in Namibia, focusing on the process of land allocation and rights recognition. The study found that there are differences between the official procedures outlined in the law and how things are actually done on the ground in three regions of Namibia. Challenges include lack of resources and complex processes. One proposed solution is to involve a headman to simplify the process and increase community involvement in land management.
