The article analyzes China's photovoltaic industry and finds that it is still in its early stages. The main issues include a poor industry structure, weak connections between industries, and low rankings in the value chain. By studying Qinghai Province's development of a photovoltaic industrial cluster, the article suggests strategies for improving the industry, such as government support, market adjustments, building a complete industrial chain, promoting technology leadership, innovation, and quality standards.
