Patent quality is crucial for a country's innovation strategy. Current evaluation standards focus on three key aspects of patents, but overlook the technological aspect. This study introduces a new classification system for patents: basic-type, technological, and applied-type. By analyzing these types, the researchers identified different evaluation standards for each. They also conducted empirical research to develop a more scientific evaluation index system for patent quality. This work aims to improve how patents are assessed, helping to boost technology transfer and innovation capabilities.
