Researchers developed a new way to estimate the average of a sensitive topic in a population when some people don't respond to surveys. They used a method called Randomized Response Technique in two phases. By using information from a related non-sensitive topic, they created a more accurate estimator. The new estimator was shown to perform better than existing methods both in theory and in real-world tests.
