They used indicators like agricultural output and how much water was available. Werka did better overall than Wosha, except for one area. Both schemes didn't have enough water to meet the crop needs. The physical indicators showed that both schemes had enough water delivery capacity, but the irrigated areas were getting bigger than planned. This means the schemes need better water management and to grow more valuable crops.
