China's urban plans fail to control sprawl, leading to rapid development.
The study looked at urban and land use plans in suburban Beijing to see how well they controlled urban sprawl. They found that both plans had different strategies and conflicts, but neither was very effective at controlling development. The land use plan performed slightly better. Some areas received less land but still developed quickly through informal methods. The researchers suggest that China needs to improve its planning system to better manage urban growth and give more attention to peripheral areas.
