EU Climate Policy Shake-Up: Overlapping Efforts Could Curb Emissions
The EU Emissions Trading System's Phase IV rules show that when companies get more emission permits, the total permits available go down. If companies hold more permits, there's less allowance to give out. This study checked how a national climate policy along with the ETS affects the total permits available. When it's not too costly to cut emissions, a national policy can increase the permit supply, which then cuts down overall emissions.
