The informal sector in India attracts migrants due to high work opportunities. Rural to urban migration and informal sector employment are linked to reducing both rural and urban poverty. However, not all informal sector units benefit from connections to formal sector enterprises. An informal sector policy could help improve the welfare of lower-level workers.
