Inadequate urban planning in Serbia hinders societal progress and development.
The article discusses two models of urban planning in Serbia: rational and collaborative. It points out that Serbia lacks the necessary institutions for effective planning due to its transition to a democratic and market-oriented society. The paper suggests that reforming planning practices requires reorganizing institutions, developing analytical frameworks, and changing planning approaches. The key finding is that for successful urban planning in Serbia, institutions related to the market, private ownership, and the rule of law need to be clearly defined and supported.
