Non-profit organizations in Russia could benefit from participating in public procurement, but they face barriers like economic, financial, social, and organizational challenges. Despite laws offering advantages to socially oriented non-profits in public tenders, their involvement remains low. This study explores why state procurement has not boosted the non-profit sector in Russia. The main obstacles identified are funding limitations and operational difficulties, making state contracts only a secondary funding option for most non-profits. The findings suggest that improvements are needed to attract non-profits to public procurement and enhance their impact on society.
