Medical liability insurance fails to prevent disputes, government intervention needed.
The analysis of medical liability insurance practice at hospitals in the past 6 years showed that the insurance didn't work well in preventing medical disputes and sharing risks. The study found that medical liability insurance will play a bigger role in sharing risks, dealing with conflicts, finding causes, and assigning responsibility. The government will have a stronger role in guiding and intervening in this area. Therefore, it is recommended to make medical liability insurance compulsory, establish a coordinating mechanism for insurance funding, prevent profiteering from medical disputes, and adapt to new ways of settling medical disputes.
