This article discusses how a children's hospital in Chongqing developed and implemented a strategic plan. By using a three-level management system, the hospital considered national policies, industry trends, and its own status to create an efficient workflow for strategic planning. The focus was on setting targets, implementing programs, and carrying out projects at different levels.
