Normative powers are abilities to create reasons by our will or say-so. The question is how we can create reasons just by wanting to. The paper explores if normative powers can be explained by norms, principles, interests, or values. The study finds that normative explanations fall short, and a different approach is needed. The paper suggests that a metaphysical explanation of normative powers is necessary to understand how our will can give us special freedom in determining our reasons. This new perspective offers a more agent-centered way of thinking about rational agency.
