The article discusses how new public management, a management approach borrowed from the private sector, has not fully achieved its goals in the public sector. To address this, the public value paradigm has emerged to help public sector managers create value for society. The researchers reviewed literature from American and Australian administrative journals to explore different management paradigms and their implications for public sector managers.
