The article discusses the challenges faced by the European Union and Mercosur in reaching an inter-regional agreement. Through a qualitative exploratory approach, the researchers described the events leading to the agreement. Various discussions arose, particularly regarding tax exemptions on products. The signing of the agreement provided a positive environment for Mercosur to start new negotiations and allowed the European Union to reduce taxes on their imported and exported products.
