The European Parliament may not fully represent EU citizens. It compares to national parliaments in how parties work together, the relationship between the executive and legislative branches, and how elections are connected. A proposed reform called the Spitzenkandidaten procedure aims to make the EP more representative, but it may not be enough. The EP's attempt to become a full parliamentary system doesn't necessarily improve its representation of EU voters.
