The article discusses how human rights can be limited during emergencies like the Covid-19 pandemic to protect public health. Some measures taken by EU countries may be allowed under the European Convention on Human Rights, but special laws may be needed for extreme situations. The paper focuses on how human rights are affected in North Macedonia due to Covid-19, following the rules of the Convention.
