EU Urged to Strengthen Democratic Legitimacy Through Institutional Overhaul
The European Union has a problem with democratic legitimacy because it doesn't have the same democratic features in its own functioning as it expects from its member states. The solution proposed is to have indirect legitimacy for inter-governmental elements and democratic legitimation for supranational elements. This means governments representing their states in the Council should have democratic legitimacy, and EU institutions should be more accountable and have more power, with the European Parliament in a dominant position. Changes to the electoral system, more oversight over the Commission, and more legislative power for the Parliament are suggested. Additionally, the European Citizens' Initiative should be strengthened to allow for more direct democracy in the EU.
