Various strategies have been proposed, such as trading emission quotas and implementing clean development projects. Despite efforts like the Kyoto Protocol, carbon emissions have still increased, especially in Russia. The world is moving towards regional and national regulations to address climate change, with the Kyoto system playing a transitional role. The Doha Conference in 2012 set conditions for defining climate policies in the future.
