The article discusses how to measure fiscal decentralization in public sectors. By analyzing data from 23 OECD countries between 1965 and 2001, it shows that common measures often overestimate fiscal decentralization. The study reveals that many OECD countries have experienced increasing fiscal decentralization over the past three decades.
