Energy producers profit from free emission rights, consumers pay the price.
The European Union's emissions trading scheme gives polluters free emission rights based on their past emissions until 2012. Energy producers are accused of making extra profits by including the value of these free rights in energy prices. However, a numerical example shows that producers are right in doing so. Only a portion of this value is passed on to consumers. The study suggests that auctioning the rights after 2012 is the only way to eliminate these extra profits.
