President Bush signed executive orders to expand charitable choice programs, allowing religious groups to get federal funds for social services. The orders were analyzed to see if they were a valid use of presidential power. It was found that the orders may exceed the President's authority and could undermine constitutional values of accountability and efficiency. The study concluded that the executive orders were an unlawful expansion of executive power.
