Bureaucrats also fight among themselves over public management changes. These power battles influence decision-making and power shifts in reform processes. A new framework is suggested to understand how bureaucratic politics affect administrative reform policies. This research shows that politicians and bureaucrats play a crucial role in shaping reform policies.
