Land administration in Orissa needs to be more organized and fair. Land markets are not very active, making it hard for poor people to buy land. Having small, scattered plots of land hurts farming productivity. Poor people need better access to common land. Allowing poor people to lease land more easily can help, but they also need access to loans.
