Infrastructure financing facilities often fail to achieve their goals due to two main reasons: the environment not being conducive to private investment in infrastructure, and faults in the design of the facility itself. This is based on case studies from Colombia, India, Pakistan, Argentina, and Moldova. The main issues include poor sector policies, unstable macroeconomic environments, and inconsistent objectives and instruments in the facility's design.
